Responsibilities

Legal and political analysis (and advice) on interoperability, AI and digital policy in general. 

  • Review and validation of deliverables under the policy contract tasks. 
  • Support the implementation of the Interoperable Europe Act. 
  • Support cooperation with and engagement of Member States, notably through the Chief Information Officer (CIO) network, the Interoperable Europe Board and the related governance, including the Interoperable Europe Agenda. 
  • Contribution to developing the support related to implementing interoperability assessments, in the context of the Act. 
  • Contribution to the regulatory sandboxes, in the context of the Act. 
  • Contribution to inter-service discussions on the digital/interoperability aspects of an upcoming policy proposal. 
  • Formulation and drafting of legal advice on specific policy proposals. 
  • Regular reporting to the project officer.

2 3. MINIMUM TECHNICAL REQUIREMENTS (EDUCATION, KNOWLEDGE, SKILLS, EXPERTISE, CERTIFICATIONS) As stated in the Article 2.6.3.1. of DIGIT-TM II Service requirements, a minimum educational qualification for lot 2 is: Level of education corresponding to Level 6 of the European Qualification Framework (which typically corresponds to a bachelor’s level or 3 years of higher education). The following skills and knowledge are required for the performance of the above listed tasks:

  • Senior level of IT and policy skills, namely regarding the recently adopted Interoperable Europe Act. 
  • Very good knowledge of interoperability policy and good understanding of the Act, as well as what it entails in terms of interoperability assessments and regulatory sandboxes and related governance. 
  • Ability to work with Member States and with high-level groups. 
  • Experience in legal and political analysis on AI, interoperability and digital policy in general. 
  • Very good understanding of the GovTech incubator initiative, also as a catalyst for labelled solutions, in the context of the Act. 
  • Ability to process complex documentation efficiently and fast. 
  • Ability to give business and technical presentations. 
  • Ability to apply high quality standards. 
  • Very good communication skills with technical and non-technical audiences. 
  • Capability to write clear and structured technical documents. The following specific expertise is mandatory for the performance of tasks: 
  • Proven experience supporting multiple Commission Services and agencies to design policies, organise high-level meetings, as well as liaise with Member States. 
  • Proven experience supporting different interoperability projects, e.g. related to monitoring as well as the European Interoperability Framework for Smart Cities and Communities. 
  • Experience with drafting studies and reports on tech-related topics, as well as impact assessment of digital policies. 
  • Experience in contributing to overviews, presentations and reports on the projects on public sector interoperability, as part of Digital Europe Programme. 
  • Proven experience working with multiple Commission Services on interoperability initiatives. 
  • Proven experience of working in a research environment on EU Digital Policy. 
  • Experience in the use of Microsoft Office Tools
